Postgraduate Student Fellows

Jackie Chen brings over a decade of global banking experience across the Atlantic and now advises Asian markets on capital replenishment and debt financing for government agencies and systemically important banks. He also contributes to policy consultations and applied research supporting Hong Kong’s development as an international debt capital market, focusing on social benefits, fintech, TLAC enhancement, ESG initiatives, and government subsidy mechanisms.
He has led the drafting of terms and transaction structures for market‑first innovations, including Basel compliant perpetual bonds, internal loss absorbing capacity instruments, dark green financing frameworks, and DLT based solutions. His recent commentaries cover European AT1 redemption practices, Asian infrastructure finance, tokenised bonds, China’s TLAC trends, and Hong Kong regulatory compliance.
