The speaker described the rapidly-growing international interest in China’s non-performing loans (NPLs) and gave his assessment (as conveyed by his clients) of the commercial sentiments both positive and negative on this market. The speaker then provided his perspectives from a legal practitioner’s point of view. In particular, the speaker described and evaluated some innovative cross-border structures which may be considered by international buyers of China NPLs. Some of these structures are addressed in an article written by the speaker published in the Journal of Structured Finance. A lively discussion and Q&A were encouraged.
Jeff Chen heads the structured finance practice at Dentons Hong Kong with a coverage that spans all of Asia. Jeff has over 15 years’ experience in Asia as a legal practitioner in all areas of fixed income, including debt capital markets, securitization, structured finance, project finance and distressed debt. His practice is focused on limited recourse and cross-border financing structures of all types. Jeff has established distressed debt facilities and funds for the acquisition and servicing of non-performing loans across Asia. Jeff is ranked as a leading lawyer in the Chambers & Partners Global Guide and in Chambers Asia (2008-2010) and in IFLR’s Guide to the World’s Leading Structured Finance and Securitization Lawyers. He is listed by Asia Legal Business as one of 19 lawyers in “The Experts” category in the ALB Hot 100 Lawyers of 2011. Under Jeff’s leadership, Dentons Hong Kong was named “Structured Finance Law Firm of the Year in Hong Kong” for both 2015 and 2016 by both Global Law Experts and Corporate INTL. Jeff received his J.D. from The George Washington University Law School and his M.A. and B.A. degrees from the University of Michigan. He is admitted to practice in New York and the District of Columbia and is a licensed solicitor in Hong Kong. He serves on the Professional Advisory Board of the Asian Institute of International Financial Law, Faculty of Law, The University of Hong Kong.
